E-Invoicing Penalties in Europe: France Introduces Fines for Non-Compliance.

With the French e-invoicing mandate taking effect in September 2026, concrete sanctions for non-compliant businesses have been published for the first time. According to current information, companies that fail to meet the requirements may face direct financial consequences.

France: Specific Penalties for Non-Compliant E-Invoices

From September 1, 2026, all VAT-registered businesses in France must be able to receive electronic invoices. Large and medium-sized companies will also be required to issue e-invoices and comply with e-reporting obligations.

According to current publications, the following penalties may apply:

  • €15 per non-compliant invoice
  • €250 per missing e-reporting transmission

In addition, a soft-landing period is expected to remain in place until December 31, 2026, allowing businesses additional time to adapt to the new requirements.

Other European Countries Are Also Defining Penalties

France is not alone in linking e-invoicing obligations to financial sanctions. Several European countries have already introduced or announced specific penalties.

Belgium

Belgium has established fines ranging from €1,500 to €5,000 for businesses that do not meet the technical requirements for sending and receiving structured electronic invoices.

Romania

Romania has introduced penalties that vary according to company size, ranging from approximately €200 to €2,000. In certain cases, additional sanctions of up to 15% of the invoice value may apply.

Poland

Poland is also planning enforcement measures as part of its nationwide KSeF e-invoicing system. Industry sources indicate that penalties could reach the amount of VAT shown on the invoice in certain cases.
